I just saw the episode of Jon and Kate (your fave show) where they had a `carnival` for the sextuplits` 3rd birthday. They had some game stands, like `bean bag throw` and such, and then gave prizes to the winner.
And whatever happened to pin the tale on the donkey - do people still do that? You just might not want to set it too close to the edge of the roof. That would be a real bummer.:swoman
 
we have done:
pin the tail on the donkey
pass the parcel
pinata
musical chairs (we did this at my staff christmas party. first the kids, then the parents. it was HILARIOUS!)
cup cake decorating
dance & freeze
 
Ha ha ha, SZJ! My "fave show"...yeah (sarcasm added).

I'm concerned that pin the tail on anything takes too much focus for the 2-year-olds I know to accomplish. I think I'm just going to fill a room up with balloons and stick the kids in there. :0)

And about my roof...there is no way that any kid would fall off our roof--it has walls about 5-foot high around all sides.
 
depending on the time of year, you could also get a small paddling pool and have a "swimming" party.
 
my son is also turning 2 and he is very, very active (im exhausted all the time ;) At this age, i will not include any "structured" game on a party as their attention span is very short and i doubt if they could follow the mechanics of a game....so maybe just set up a safe area where they could play on their own (yes, they are not that interested to play with other kids yet)

On his 1st bday, he had a Peter Pan themed party and games are only for older kids... for young ones here's what iv done:

- blew up an inflatable pool (it was a pirate ship) and filled it with plastic balls
- we also had tee pees/tent as Tiger Lily's tribe dwellings, we've put pillows, the babies loved crawling and hiding inside

For his 2nd bday, i will do something that includes his favorite things/activities:

- running around
- silly dancing (barney, mickey mouse style such as hotdog dance or "if ur happy and u know it, clap ur hands.....)
- blowing bubbles
- play dohs
