FPA is really a public organisation that gives advice on contraception and manage unwanted pregnancies, and therefore caters for the mass public. With an issue as infertility, best go to one of the private doctors who specialises in infertility.
I can recommend Dr Alex Doo at the Women's Clinic in Central. He's very patient and very knowledgeable. His senior partner is Dr Milton Leong, who is also the director of the IVF facility at the HK Sanatorium.
Some people might opt to go to the University hospitals such as Queen Mary or Prince of Wales and see the Drs there privately, but I don't think you'll get better service there (they're very busy and therefore you'll be rushed) and the cost is not much cheaper.

I've read their fertility section on their web site and even if their medical experience is lacking it looks like a good way of getting tested for a lot less than privately. Asking your GP to run the tests then taking thoe results to a specilist may be a lot more convenient though!

I had experience in consulting the fertility problem in FPA, yes, the staff there are not that friendly and you may have to wait for a few months for the first visit. However, the tests charges are much cheaper than private clinics'. For example, semen analysis is only $150.00. I think it is a good place for a couple to learn and understand themselves more about the fertility matter if waiting time is not a big concern. FPA will not provide treatment even they can help you to find out the cause, they will only refer you to public hospital.

we had a very positive experience with the fpa's pre-pregnancy package. basically, they take samples of your fluids (blood and semen) and do a thorough analysis. you come back two months later to meet with a doctor to discuss the results and undergo a physical exam. the doctors and nurses were very, very nice and the whole thing costs only $700 each. i was surprised to see that we were not the only expats there.
our only complaints are the waiting time between appointments (2 months is a long time!) and the difficulty one of the nurses had extracting blood from my husband's arm. the nurse was fine for me, but she caused major bruising on my poor husband.
