Where to get portrait/picture painted?

Hi, I have an old photograph which i'd like to get painted ( black & white) as a gift to someone. I just don't know where to go. Ideally, I'd like to look at a couple of places before deciding and nothing too pricey.

Is there a place where you have outdoor artists who show off their paintings (ie where you can walk around and watch them paint/draw)?

I don't know if this will be of any help, but for Mothers' Day this year my husband got a photo of our three cherubs turned into a painting. He often goes to Shenzen on business and said that there is an 'art village' there and he got the painting done there. It's absolutely beautiful, but then I'm a little biased about the subject matter.
 
I think there are a couple of stores in Stanley that might be able to do this. They are across from Pepperonis.
 
A number of artists 'set up shop' outside the cultural centre in TST on the weekends - more on Sunday than Saturday.
