my ex-colleague bought some toddler aprons to wear for painting from IKEA, i guess u can use the same ones for cooking.

try the ladies market in Mong Kok or shops similar to "Trendyland". I got mine, which comes with arm cuffs, for HK$20. Loads of different characters like Hello Kitty, Thomas, Ding-dong, Ultraman, etc.
