i've found this on the epd website. i am now keeping a piece of paper in the car and my handbag to jot down offenders and will report them.

me too! the other day I'd had enough after driving behind a bus that was spewing black crud all the way to Central. I was disgusted and had to find something to do about it. I was actually surprised to find it as I have looked many times before.... perhaps its new.
