yes the indian provision store in chungking does sell them. $4-$5 each...

Chungking Mansion is in Kowloon, near the Holiday Inn hotel. If you live on Hong Kong side, you can try calling the Indian provision store in Wanchai to see if they sell Rakhis and save you a trip to Kowloon, or try the video stores in Melbourne Plaza, Central.
