When you say "playgroups", I assume you mean playrooms/pre-school activities. So: there is a JWT kids Jim in TKO. Also in CWB area close to TKO- Great Mate Play playroom on Thursdays only, as well as Garden House runs pre-nursery mother and child sessions.
There's Sensational Baby, a new place just opened with activities for babies up to 2 years old. It's not TKO, but Quarry Bay, not very far on the MTR. My son really enjoyed it. The website is www.sensationalbabyhk.com
