Play centre for 9 months old?

I am looking for a play centre to take my baby to during the day. Instead of paying for playgroups (which charges per class), is there anywhere that I can go maybe for a fixed fee and unlimited times (or free of charge is even better)? Somewhere with toys and padded area for the baby to crawl around?

I heard about the toy library, but apparently very difficult to get a booking. Any other suggestions?
