Planning to give birth in HK, Romanian living in Zhenzhen

Hi everyone,

Desperately need a professional advise, guys.

I am 7 month pregnant, due date is end of September 2009. I booked Baptist Hospital from Hong Kong for delivering the baby.
Both myself and my husband are Romanian citizens working and living in Shenzhen (with working visa). Now, what I need to know is what are the documents that I need to have so that to be able to bring back my baby home in China, after birth (3-4 days after birth)? We live one hour away from HK, in Nanshan, Shenzhen.
Is birth certificate from HK Immigration enough to be able to cross the border to China? If not, what else do I need?

Really appreciating if you experienced something similar or any info on this topic.

I am quite stressed at the idea of not being able to give birth to HK or living in a hotel till I get a new passport and visa for the new born (if this is what is needed).

Thank you so much.

PLEASE contact the Romanian consulate as soon as possible.

I would assume that the child would need a birth certificate and a passport to be able to leave Hong Kong. Not sure if the child will need a China visa or not.

Shri,

Thanks for the reply. This is not of competency of Romanian Consulate, but of Chinese one. I already did and they are not sure of the exact procedure. Fact is that traveling in any country needs traveling documents. My question is if the birth certificate that will be emitted by HK Immigrations will be enough or not to bring the baby back to China.

Thanks for the support anyway.

"Birth registrations normally takes 30 minutes to complete, and a Birth certificate is issued within another 10 minutes."
Not sure where the two weeks info is coming from. Should be quite quick, like 2-3 days if I take the info posted on the net as a reliable one (including booking on line the interview and such). Anyway, can be that you are right. Did you have any experience of such?

No. A birth certificate is not a travel document and is not accepted by HK Immigration for exits or entries. The same is true for an entry into China. You'd need a travel document.

All right! Thanks. Will check more direclty with HK Immigrations anyway next week, just to be on the safe side. If passport is needed, then I have a problem, because that can take time, time I dont have... to spend it in HK with a new born baby.

Nela,

The hospital needs to send the birth record to the Birth Registry, this usually takes 2 weeks.

Yes the actual paperwork takes 30 mins at the Registry, but you can't apply until they receive the documents from the hospital.

Got it, thanks. I wonder if is it any possibility so I could speed up sending these documents? Will check with the hospital in person next week. Thanks Rani, I appreciate the support.

Thanks Speculator! I take it that you speak out of personal experience.

Sigh...

Thank you guys, I will see next week what other options I have here. Cheers.

Yes from personal experience was 10days from the date of birth to the birth certificate being ready for collection.

We then took this straight to the British consulate and it took them another 7 days to issue a British passport.

we then booked an appointment with HK immigration (from memory we had to wait about 10days for appt but they then issued visa on the spot) to sort out HK visa (presume you would have to get your baby a china visa as baby would not be able to enter china on a romanian passport without a visa).

Yes, baby Bethany was born 19th of May and took another 2 weeks to get the Birth Certificate. We prebooked and the process took approx 1hr.

Guys, thank you so much for all the useful info. I really appreciate it.

Yes Nic, the baby most probably would need a Chinese visa, which I can get (I know from some friends experience) in 2 days maximum in HK. The problem is with the passport, the Romanian consulate tells me it takes 30 days with no possibility of speed this up, as they are just an intermediary to Romanian authorities, is not in their hands.

So then we have a problem! I need to stay in HK about one and a half month after delivery considering all this! I booked already the hospital in HK and all that. Need to check if the deposit is refundable (I doubt).

Other option that I have is deliver the baby in China, it should be much easier from documents standpoint, but I really wanted to have the baby in HK, due to quality of services in China as well as the fact that I do not speak Chinese...

Anyway, I will see what I can do. I take it from here.

Thanks again guys!

Nela.

Cant speak for the Romanian Consulate but I do know of someone who managed to have the British consulate issue their baby's passport in 2 days because of emergency need to travel (they had to go to the UK for a funeral)

So maybe there is a way for them to rush it through....

Yes, they actually told me that they can try to speed this up (they didn’t give me an exact number of days though, but anything is better than the initial 4 MONTHS !!! they told me it takes...)

I have to find a way, even if I have to rent an apartment in HK or just move there short term...

It does take a while to get a birth certificate in HK or so I was told when I was in your exact position last year. I have heard of a UK citizen getting the birth certificate, passport and visa in 10 days, but I was sure this was impossible for my case. Anyway, first you need a birth certificate, then a passport, and then a visa to enter China. That`s the main reason why I ended up having my baby in GZ at the VIP Birthing Centre. I too was stressed at the idea of living in a hotel for a month with my newborn while I waited for paperwork(and the high cost of it).

2 weeks for a birth certificate, with that a HKSAR passport, should take a couple weeks and then a "return home permit" from the Chinese government 5 days (fastest)....if everything is smooth then I would say 5 weeks in HK....

Just talked to the hospital: birth certificate can be processed (send to Birth Register Office) in 2 working days for an additional administration fee of 1000HK$ that you pay at admission.

Little pricey, if you ask me, but at least you have such option.
Which I think it's great!
If only Romanians authorities could have such service...
