You can go to fotomax which is a chain with numerous location or some local photo developing shops also provide this service, you will usually see them display some pictures/ID with prices on it.
 
Which type of passport?

HKfornow is right about Fotomax. They can take passport photos for most passports, but if you need photos taken for a Canadian passport, you will need to go elsewhere (e.g. that photo shop in the small alley next to the Worldwide House in Central or the one in Prince's Bldg.)
 
You can also try the photo shops at Stanley Street, Central. I have my LO's done there. When he was a newborn, I did it myself. Put him on the cot and placed a cloth of the required color on the bottom as background.
 
again, it depends on which passport you are applying for. the canadian passports are VERY rigid and strict with their rules. you CANNOT do them yourself (besides their guidlines you need the shop stamp on the back with the date they were taken)
