No Insurance - when does public health kick in?

I don't have medical insurance for the birth of my second child. Is anyone able to help me with a resource on the public system? How good is it in HK? (I'm not talking about the system to give birth itself as we will pay for that - wanting to know about what we can do if we have complications of any kind).

if you have a HKID card, you are covered for EVERYTHING! the costs are nominal, even for the birth!

however, if you decide to go private at a private hospital for the birth, then for one reason or another have to be transfered to the gov't hospital as a private patient, the fees are almost as much as if you stayed at the private hospital.
