Is there a place/restaurant in Hk where the adults can have lunch and kids can play at a distance that we can see? I can only think of restaurants along beach area, and kids can play in the sand.
Cafe Deco on the Peak has a play area so when booking, request a table near the play area. Wildfire at Stanley have a play area outside. Most places have crayons. I always take something with me such as stickers / colouring / books.
Food court in the shopping mall above Mongkok station. There's a playarea (with slides, swings etc.) next to it and you can see your kids playing through the glazed panels.
