ins and outs of hiring a local driver

We are thinking about buying a car and hiring a local driver.

- Other than word of mouth, what is the best way to find a good local driver? Are there certifications/qualifications they should hold, or can any Joe off the street advertise himself (or herself) as a driver?

- How much are they usually paid?

- Do they work under contract like FDHs, or just month to month? What benefits other than salary are typically provided to a local driver? Do they also require health insurance, paid vacation and food allowance even though they aren't required to live with you?

- What kind of hours do they work? Is it legal to ask them to be flexible? (E.g., be on call for 7 days/week... but only work mornings on weekdays and also get the whole summer off.)

- Other than what they or their references tell me, how do I check their driving record? Is there a government department or database that would tell me whether they have had any accidents or citations in HK?

- Anything else I should ask, or be aware of when hiring a local driver?

Also, I believe the only way to check their driving record is to speak to previous employers.
