Hiring new helper

Hi all,
We are hiring a new full time helpers through an agency.
My question is, did you do a reference check with their previous employer prior? I asked the agency about it and they said no one checks and they don't have the contacts.

Very difficult to check references. We have tried to check (both direct hire and agency) and found that a direct hire is more likely to have a traceable reference.

Agencies... problem is that they don't care either as they just need to move the helper to a new employer as soon as possible.
