Hiring and firing

If one hires a new helper who has to terminate their contract early to take the job what happens? Do they have to go back to the Phillipines? Do we have to wait the 6 weeks like regular hires? And how much notice do helpers give when they terminate?
 
Helpers have to give their employers one month notice or else forgo a month's salary in lieu of notice. We've just hired someone who resigned from her job. She had to head back to the Philippines while her visa was processed. In total we waited for about 9 weeks. We made a mistake of using a substandard agency though.
 
We had a similar situation with our helper who terminated her contract early with her previous employer. Btw, in that case, POEA does not require her to go through a medical exam while in the Philippines nor pay the POEA fee (US$100) again. (Apparently both are still valid from her previous contract). At least that's what our helper told us (we had been prepared to reimburse her for both).
 
Ours had a medical examination and on the day of departure from the Phillipines, she had to see a doctor for a pregnancy test.
