Helper uses employer's personal things

If helper is caught using employers cosmetics etc, without consent obviously, can it be considered as "serious misconduct" and helper be fired immediately without payment in lieu of notice ?

Surely this is the same as using hand cream at a shop then putting it back on the shelf - you'd be made to buy it or police would be involved... ? Is this stealing or not ?

Oh dear, oh dear! I would not be comfortable sharing my cosmetics with anyone. I would have a word with her and explain to her your concerns. Personally I would not consider this "serious misconduct".
