Helper new contract question

We have found a fantastic helper who we are in the process of hiring but wanted to ask if anyone has done this recently...

I was told by the philippine consulate that as we are doing a 'change of employer contract' (she is already in HK) we can only apply 30 days before her current contract expires. Is this the date her current employment contract ends or the date her visa stamped in her passport ends? (hope this makes sense?)

Also if her current employer is willing to let her out of her contract early does this mean we can apply earlier? (not sure if this would involve a lot more paperwork?)

I just changed my helper, the old one was released. She was able to apply for a new employer only 2 weeks from the date of her visa expiration. She went to Phil. consulate exactly a month before but was told to come back later as it was too early.

I know visa stamped and employment contract ends shoud be the same date.
