Have you tried Toys Club in Central? I remember seeing a selection of Barney paper cups/plates etc as well as Barney invitations.

They also have a good selection of character helium balloons (not sure about Barney though...)

We did Barney for a 2nd birthday. Gosh that was so long ago. We bought a couple of character baloons and the rest were purple and green.
