Good Playgroup to recommend for 1.5 years old

My baby is turning 1.5 in April. I want to bring her to Playgroup and attend class with her together, say once a week. However, I cannot find one nearby (I live in Tseng Kwan O). Is there any recommendation in TKO, or somewhere out there? I don't mind traveling to other districts, given that there is MTR station and it is a good school. Bi-lingual is preferred.
