Ful vaccination for helper

Hello,
Does anybody know whether any government bodies here give Flu vaccination to helper/HK resident for free or at a reasonable rate? I called Quality Health Care and though the vaccine costs a reasonable price of $210, we have to pay the doctor fee of $390.

We sent our helper to our local dr (Island Health in Discovery Bay) and it cost HK$250 in total. The vaccination was given by a nurse. This was because our helper was already a patient at the drs surgery, so the vax could be given by a nurse.
