How about Phuket - Laguna? Or Cebu? The new Sheraton in Penang is also supposed to be nice.

Was over at Shang Cebu last month, and it is quite kid friendly. They also have an adventure zone abt. 280 peso for 2 hrs (approx $6 USD) for kids 4 and older, they also have a toddler zone in the same area, however, I didn't get to try. The beach is a bit small, but adequate for lazing under the sun.
