the cheapest place i found is the toy shops off wanchai wet market. i forgot the name of the street, but it's the street perpendicular to Johnston road, across from the MTR exit. There's a beauty shop called Angel at the entrance of the street. there's also a KFC & Pizza Hut on that street. the toy shops are on the left if you enter from johnston road. great value, lots of selection & some are quite nice, too.
no treet skirt though. i went to spotlight to buy 2 metres of one of those christmas fabrics, which are 50% off now.
