If I remember correctly, when the user, shenzhennifer was preparing to give birth to her second child a few months ago the doctors in the public hospitals basically told her at first that VBAC was her only option but she had to really push for a second c-section as she wasn't comfortable that the HK docs and system could really handle any emergency a VBAC could present. I'd check with shenzhennifer.
