baby was hot even with Air Con on

This is the second time that has happened, but this time is worse then last time. Hei Hei was really really hot last night not fever we have measured his temp, he was just hot and we had the air con on but still have to use a magazine to fan him, he was cry and cry all night..... is this normal?

Get a room thermometer to check the temperature of the room.
Your air con is probably not working at optimum level.
Ours would be set at 18 degrees but the room would never cool below 24 degrees. Got the air con fixed. Now all is well.
