Baby HKSAR passport

Hi, have called immigration and had two different answers, does anyone know from experience if you need to take your baby with you to the immigration office to apply for their passport or is the photo enough?

Any help on this would be great

You need to bring the baby to the immigration office. At least that was what they told me and what I did.

I also had to bring my baby in to immigration. I made an appointment online and only waited 10 minutes when I arrived. Don't just walk in because there are limited quotas for walk-in applications and the wait can be very long.
 
No need to bring baby to apply ...you can just mail in the application, however you will have to bring baby to collect the passport.
 
You need to bring your baby once to the office. Either when you apply or when you pick-up. They just need to match the photo & the baby. If you mail-in application form, just bring baby when you pick up the passport.
