Baby age to be able to join Kindergarten

My baby was born on 1 January 2015 and recently I heard many mommies saying that she will have to wait 1 year extra to be able to join the Kindergarten. I got to know that if she was born on 31 dec 2015, she could join the Kindergarten on 1 sep 2017. She was born only 1 day late, I was thinking if some of the Kindergarten would consider and let her join Kindergarten on 1 September 2017. Has anyone went through similar situations? Please share and suggest. Thanks.
 
In different countries the preliminary age for education is after 2 years; therefore parents are taking their children to Kindergarten at the age of 2 or more.
 
I know a lot of parents find their December babies are a bit young for their class. And wish they could hold them back a year. But a lot of schools have strict cut offs.

I would not rush her and apply with her year group so she will be one of the eldest in the class.

Yes I agreed in different countries preliminary age for education is also different; but mostly the common age for education is 2 to 3 years. We used to put our kids in kindergarten at the age of 3; so it is quite fair to say that 3 year is suitable for education.
