anywhere in NT suitable living for 16 month old?

Hi, what areas in the NT have expats and suitabel for a toddler in terms of activities schools shopping etc
We are trying to decide between apartments on HK island the southern areas or the NT?
 
We are headed to Ma On Shan with our 3 month old. Not sure how many expats, though.
Saw a lot of small children when we toured Royal Ascot in Fotan.
 
I grew up in ShaTin and Tai Po- both of which have sizeable expat populations, most of whom are families. Both areas have international schools, playgroups etc.
Sai Kung and Causeway Bay also have sizeable expat populations, schools etc.
