A "wee" problem at the playground

How would you approach guardians/parents/helpers who let their children wee in playgrounds? I am constantly baffled & disgusted when people let children relieve themselves on the drain or behind a park bench (no tissue to wipe) then let them on the slide. These are people who live within our estate & there is also a clubhouse nearby so there is no excuse. I don't want to embarrass them when their child is midstream so usually the (dirty) deed is done by the time I would approach them. I don't speak Cantonese & I don't want to come across as this foreigner mom who tells off people at the playground. I am also aware that these toddlers are likely to be at the toilet/potty training stage. I just think its such a private thing to do in a very public place and people don't seem to think much of it & turn a blind eye.

"siu pung yao wan lee do. aw lio lee do, ho wat dut!" children play here. weeing here is disgusting!
 
Have the same problem where I am too..unfortunately they are caucasian boys, 5+ and don't seem to mind the ugly stares people give them...the guards can't talk to gym cause of their limited english and there is no place for them to pee nearby either...so what would you guys suggest?

Lesliefu, I would still tell them. It's just not the right place to do something that's private.
