the "baby" is so accustomed to being carried, she almost refuses to walk on her own. She will when no one is watching, but if someone sees her, she stop and crawl to them to be picked up. What should I do?

as the others have said, the easiest solution is often the best... stop picking her up. and don't give in. she'll learn eventually.

You could try a gentler approach. If she is used to being carried she might not understand why all of sudden she is being refused. When she asks to be picked up, why not get down to her level and communicate, play, encourage. When she protests to be be picked up, try distracting her with something interesting, or try to start a game of chasey. Spending a lot of time down on the floor with her might help encourage her to get going on her own. Good luck, but don't stress. Children begin walking properly at all different ages, its not a big deal when, she'll do it when she's ready then yo won't be able to stop her :)
